I don’t think he’d take the stance that women shouldn’t have the right to vote.
But states should be able to decide if women have the right to vote.

I think he said because he got backed into a corner on state’s rights. He was trying to stay consistent and has since backed off.
That’s the problem with allowing states to do whatever they want though. It was true in the lead up to the civil war and remains today. You can’t allow the states to trample on people’s rights.
