As far as I know, lawn mowers and golf carts don’t require license plates are not licensed for highway or street driving. In subdivisions with golf courses, golf carts going from home to course and back are not held to that standard by local police.

It is a decorative plate anyways, right? No matter if you put it on a car, a boat, or a horse. It all has the same effect.
